Payment can never silently change the ranking. Sponsored placement must carry an explicit label.
Scope before promise
A provider must state the exact service, jurisdiction, language, fee basis and what is not included.
No outcome guarantees
No listing may promise a citizenship decision, queue position, decree date or privileged access.
A real complaint path
Applicants need a way to report misconduct, conflicts, misleading claims and personal-data misuse.
